Retroactive Public Goods Funding (RPGF)

1. Introduction to the Retroactive Public Goods Funding (RPGF) Round #1

The Retroactive Public Goods Funding (RPGF) Round #1 aims to compensate mpDAO contributors for work already completed but not yet funded by the mpDAO treasury. This initiative rewards past efforts, fosters growth, and encourages continued engagement. Through this round, contributors who have significantly impacted the ecosystem will receive retroactive compensation.

In mpDAO Grants 8, PotLock was granted $15,000 USD to organize RPGF #1, with the funds distributed among key contributors who have demonstrated value to the community.


2. Timeline and Key Dates

The RPGF Round #1 will follow a structured timeline to allow for application submissions, voting, and reward distribution. The key dates are as follows:

  • Registration Period: November 11 โ€“ November 29, 2024

  • Voting Period: December 2 โ€“ Dec 20, 2024

  • Reward Distribution: Rewards will be distributed through the PotLock platform, with payouts occurring shortly after the voting period ends, between December 2024 and January 2025.

    • 75% of the payment will be distributed on NEAR tokens.

    • 25% of the payment will be distributed on $mpDAO locked tokens for 300 days. Read more about the mpDAO votes here.

Important Note: If fewer than 15 project proposals are submitted by the end of the registration period (November 29), the round may be delayed or not initiated. In this case, the community will be notified, and adjustments to the timeline will be made to ensure there are enough eligible projects for a meaningful voting process.


3. How the RPGF #1 Application Process Works

The application process is designed to be simple and transparent. Contributors interested in receiving retroactive grants must follow these steps:

  1. Create an Account on the PotLock Platform: All applicants must create or log into their account on PotLock. http://alpha.potlock.org

  2. Submit a Project: Contributors must submit a project that highlights their completed work and its impact on the mpDAO ecosystem. The project must be applied in the mpDAO Pot at the following link https://alpha.potlock.org/pot/mpdao.v1.potfactory.potlock.near

  3. Provide Supporting Documentation: Applications should include relevant evidence or documentation to validate the contributions, such as reports, code submissions, community engagement metrics, etc. All the evidence for the work done have to posted on the Potlock Feed of the project.

4. Selection Criteria for Projects

The following criteria must be met for a project to be selected for RPGF #1:

  1. Project Submission: The project must be posted on the PotLock platform by the submission deadline.

  2. All projects must meet at least 2 of the decision criteria of the following matrix: Decision Matrix & Score Table - RPGF mpDAO

  3. Matrix explanation: The matrix shared above has 3 main acceptance criteria: [Stake on meta pool] [ Governance Voting Position] and [mpDAO score] the applicant must meet at least the mpDAO Score additional to have stake or to have a governance position.

    1. Stake on Meta Pool: The participant must have an equivalent of 25 USD staked in NEAR on our platform. For more information on how to stake go to the following link Stake | Meta Pool - Docs.

    2. Governance Voting Position: The participant must have a minimum of 5000 Voting Power in our platform. For more information on how to get VP, go to the following link. https://www.metapool.app/vote/.

    3. mpDAO score: The participant must reach at least 10 points through the sum of the activities scored in the following table Decision Matrix & Score Table - RPGF mpDAO.

This matrix is subject to ongoing refinement by the Meta Pool Core team, ensuring a fair and transparent process.


5. Voting Mechanism for RPGF #1

The voting mechanism for RPGF #1 is designed to incentivize active community engagement while ensuring that contributions are recognized through a fair and weighted system. This vote will have different weights in the voting for the pot according to the criteria explained below. Voter weight will be based on multiple factors, including human verification, governance participation, and stNEAR staking.

Weighted Voting System

  • Human-verified Users: Votes are weighted at 10% for verified users [KYC].

  • mpDAO Governance Participants: Users with at least 10,000 votes in mpDAO governance receive an additional 25% vote weight. Those with 25,000 votes gain another 25%.

  • stNEAR Stakeholders: Users with 2 stNEAR staked in Meta Pool receive a 10% boost, and those with 10 stNEAR staked gain a 30% vote weight increase.

IMPORTANT: A snapshot will be taken on November 30th to validate the voter's weight.

By meeting all these criteria, users can achieve up to 100% vote weight, significantly increasing the influence of their vote. Even users with no stNEAR, governance participation or verified through Nada.bot can still express their support with a 0% vote weight, helping shape the future of mpDAO.


6. Detailed Voting Process.

Step-by-Step Voting Guide

  1. Register on PotLock: All participants must create or log in to their PotLock account.

  2. Verify Your Identity: Ensure you complete human verification through Nada.bot to get a 10% weight for voting.

  3. Cast Your Vote: Once eligible, vote for the projects you believe deserve funding. Each vote will be weighted based on your participation and stake on Meta Pool.

  4. Monitor voting phase: Follow updates on the voting results, which will be accessible on the PotLock platform.


7. How Rewards Will Be Distributed

After the voting period ends, rewards will be distributed through PotLock. Contributors whose projects meet the selection criteria will receive their share of the allocated $15,000 USD. The final payout amounts will be determined based on the number of votes received and the overall impact score in the weighted voting system.

POTLOCK will handle the reward distribution process, ensuring a smooth and transparent transfer of funds to the selected contributors.

Most likely scenario is that rewards will be distributed in early January, after all sybil analysis reviews are complete.


8. Transparency, Security, and Feedback

To ensure fairness, the RPGF #1 process will be transparent, with several measures in place to safeguard the system:

  • Security Measures: Voting integrity will be protected through human verification and stNEAR staking, preventing vote manipulation or system gaming.

  • Transparency: Clear documentation will outline how vote weights are calculated, and data snapshots will be taken at key points to avoid discrepancies.

  • Feedback Mechanism: After the initial implementation, the community is encouraged to provide feedback on the voting process and reward distribution through governance forums. Improvements based on feedback will be incorporated into future rounds.

9. Additional Considerations

  1. Compliance: The voting mechanism complies with mpDAO governance policies and any relevant regulations.

  2. Scalability: The system is designed to handle large-scale participation. It uses indexers for tallying votes, but potential challenges with scalability will be addressed.

  3. User Experience (UX): The voting interface will be user-friendly, displaying real-time vote weights, stNEAR holdings, and voting status. Toast notifications and clear indicators will guide users through the process.

  4. Testing and Feedback: Before full implementation, the voting system will undergo testing to identify and resolve any issues, including potential attack vectors or edge cases. Feedback will also be collected from early participants.
